Kei is part of an underground movement that is trying to overthrow the government of Neo-Tokyo. She eventually meets Kaneda, and is a significant ally in the battle against Tetsuo.
Kei is headstrong, resourceful, and dedicated, resisting corruption and oppression. She is also kind, at first aloof, but gradually becomes close to Kaneda as the two work together. As the story progresses, she discovers that also has an unconscious psychic ability. Kei is heavily involved with the resistance, having a strong link to the dead Akira, which she harnesses and channels through her body during the film’s climax.
